AUG 20 1969, AUG 21 1969; Prelude to a Skyscraper; The huge.crane in center is working on one of 249 foundation holes which are being drilled, then filled with steel and concrete, to support the 26- story Colorado State Bank Building soon to rise at 16th Ave. and Broad-¡way at a cost of $20 millilon. The foundation piers or caissons are being drilled from 59 to 62 feet deep to penetrate bedrock.
