JUN 1 1971, JUN 2 1971; The parking ramps-the first 10 floors of the Lincoln Center office building at E. 17th Ave. and Lincoln St. are nearly completed. The parking will be topped with 20 floors of office space. Construc-¡tion, which began a year ago, is unusual in that building rests on 44 concrete caissons up to 100 feet long, instead of base-¡ment, and the exterior walls are ribbed concrete chipped to expose the natural aggregate beneath.
